Vee Williams Garcia was born and reared in Washington, DC. She was educated in DC public schools and at the University of the District of Columbia, majoring in English. She accomplished additional studies in English and Literature at the University of South Florida, in Tampa.
Her writing career began with poetry, and she later enjoyed a brief foray into journalism. While working as an arts writer for the Washington Afro American Newspaper and Intermission Magazine, Vee saw her reviews of concerts and plays, plus her interviews with poets and playwrights published. Additionally she wrote feature stories about actors, singers, and other artists. Her magazine writing included a non-arts article about sea otters, which was published in National Geographic WORLD, a publication for children. As a freelance writer, Garcia wrote issue oriented feature stories on assignment for regional magazines such as Washington Living and Washington View.
Eventually, Vee Garcia began writing short stories, but it was not until the early 1990s, after she was living in Tampa, that she began spending more time on fiction.

Vee wrote several short stories. A couple of them, Lincoln’s Surprise and The Tainted Dream, appeared in Wordsmith, an annual anthology published by the Tampa Writers Alliance. After a few of her short stories were published in the early to mid-1990s, she began writing her first novel. When Garcia was well into writing her novel, she co-founded the Nathari Writers Guild, a Tampa area fiction critique group. While in the group, she finished writing her novel, which she titled Forbidden Circles.
The first edition of Forbidden Circles was published in 2000. (Several years later it was republished.)
Her second novel, Whatever It Takes, was published in 2002.
Next, Vee Garcia began writing The Jazz Flower, a sequel to Forbidden Circles. While Forbidden Circles is set largely in Paris, France; The Jazz Flower ends in Paris, and it was published in 2006.

In addition to her works of fiction, Garcia has also written a non-fiction book: a biography titled From Drums to Harp. The biography was published in 2010.
Vee Williams Garcia lives in Washington, DC, with her family.
